House Bill 937 - Automatic Police Body Cam Analysis

• Requires all North Carolina law enforcement agencies using body-worn cameras to implement natural language processing technology by January 1, 2024 to automatically scan and flag recordings containing complaints, firearm discharges, deaths, arrests, or officer investigations.

• Mandates transcription of body camera audio, daily/weekly/monthly/yearly reports on respectfulness and de-escalation metrics for each officer, and automated alerts to management when respectfulness and de-escalation drops below standards set by the NC Criminal Justice Education and Training Standards Commission.

• Requires flagged videos to be retained for no less than two years without alteration, and body camera analytics reports to be retained for a minimum of 90 days before potential destruction or retention for training purposes.

• Mandates quarterly training for law enforcement agencies addressing repetitive or extreme flagged behavior and annual reporting to the NC Criminal Justice Education and Training Standards Commission on corrective actions and non-compliant interactions.

• Appropriates $3,000,000 in nonrecurring funds for each year of the 2021-2023 fiscal biennium to the Governor's Crime Commission for grants up to $100,000 per agency to purchase technology and develop review protocols.
