Appropriates $4,680,000,000 in nonrecurring General Fund money to the Department of Public Instruction for the 2021-2022 fiscal year, allocated to local school administrative units based on average daily membership.

Allocates $1,180,000,000 for energy efficiency improvements in school buildings, including high-efficiency lighting, pipe insulation, weatherization, HVAC system upgrades, water system improvements, and building management system controls.

Allocates $2,000,000,000 to install solar photovoltaic panels on school buildings and make necessary roof repairs to support solar installations.

Allocates $1,500,000,000 to replace school buses more than 10 years old that operate on motor fuel with new electric-powered school buses assembled in North Carolina.

Takes effect July 1, 2021.
