Appropriates $3,500,000 in nonrecurring funds for the 2021-2022 fiscal year to the Board of Governors of The University of North Carolina for operation and maintenance of the Apodaca/STEM Building at Western Carolina University.

Appropriates $2,312,200 in nonrecurring funds for the 2021-2022 fiscal year to Blue Ridge Community College through the Community Colleges System Office.

Allocates $1,762,200 of Blue Ridge Community College funds for technology equipment, wiring, and furniture for building renovation.

Allocates $300,000 of Blue Ridge Community College funds for start-up costs of new trade programs in HVAC, electrical, masonry, and plumbing.

Allocates $250,000 of Blue Ridge Community College funds for equipment purchases for a public safety training center serving law enforcement and rescue personnel programs.

Becomes effective July 1, 2021.
