State Board of Education must calculate a racial and ethnic proportionality score for each school by comparing the school's demographic profile to its county's demographic profile.

Schools receive proportionality designations based on score ranges: Highly Proportional (less than 10%), Proportional (10-25%), Somewhat Disproportional (25-50%), or Highly Disproportional (50% or above).

State Board must calculate measures of equality of access showing each racial, ethnic, and economically disadvantaged subgroup's participation in gifted programs, advanced courses, experienced teachers, and resources like arts instruction, counselors, and psychologists.

School report cards must report proportionality scores and equality of access measures separately and indicate measures taken by schools to reduce segregation and improve resource access.

Appropriates $250,000 in nonrecurring funds to the Department of Public Instruction for fiscal year 2021-2022 to implement requirements; effective July 1, 2021, beginning with 2022-2023 school year data.
