Appropriates $8,677,844 in recurring General Fund dollars to the Department of Justice for fiscal year 2021-2022, including $1,000,000 to hire eight criminal appellate attorneys, $1,400,000 to hire ten civil attorneys, $3,100,000 for budget shortfall, and $2,200,000 for Criminal Justice Education and Training Standards Commission COVID-19 relief.

Increases court costs for General Court of Justice support from $147.50 to $150.50 in district court and from $154.50 to $157.50 in superior court, effective July 1, 2021.

Expands Criminal Justice Fellows Program eligibility by removing the requirement that applicants be domiciled in "eligible counties" and allowing recruitment statewide, effective July 1, 2021 for applications received on or after that date.

Modifies Criminal Justice Fellows Program employment obligation to allow recipients to work in any county as a criminal justice professional, rather than being restricted to eligible counties.

Adds funding for one Certification Specialist/Investigator I ($158,265) for the North Carolina Sheriff's Standards Commission and one Networking Security Officer ($156,000) for the Department of Justice.
