Appropriates $20,000,000 in recurring funds annually for 10 fiscal years (2021-2022 through 2030-2031) to six historically minority-serving UNC institutions: North Carolina Central University, North Carolina A&T State University, Fayetteville State University, Winston-Salem State University, Elizabeth City State University, and UNC Pembroke for scholarships, faculty recruitment, course development, and operational support.

Establishes the Historically Minority-Serving Institutions Advisory Board with 17 members (7 appointed by Senate President Pro Tempore, 7 by House Speaker, 3 by Governor) to study enrollment and retention strategies, funding formula disparities, and historical funding gaps; Board must submit preliminary findings by December 15, 2022 and final report by March 15, 2023, then terminates.

Expands the North Carolina Teaching Fellows Program from eight to ten participating institutions and requires inclusion of at least one HBCU and one Historically American Indian University, increasing opportunities for teacher preparation students to receive forgivable loans up to $4,125 per semester.

Becomes effective July 1, 2021, with Section 3 teaching fellows provisions applying beginning the 2022-2023 academic year.
