Amends Section 3.4 to allow the Town Board to appoint a person to fill vacancies in Mayor or Commissioner positions when a vacancy occurs after the filing deadline in an election year, instead of requiring a special election.

Modifies Section 3.5 to clarify that referenda may only be held as provided by general law or local acts of the General Assembly.

Establishes in Section 2.4 that the Town Board shall declare a position vacant and fill it if a Commissioner or Mayor violates qualification requirements and the violation was within their control or can reasonably be expected to continue for three additional months.

Makes technical corrections to Sections 4.2, 4.3, 4.4, 4.8, and 5.2 of the charter regarding Town Clerk, Finance Officer, Tax Collector, bonding requirements, and conflicts of interest provisions.

Makes Section 1 effective upon enactment and applicable to existing vacancies, with the remainder of the act effective when it becomes law.
