Rewrites G.S. 120-2(a) through (c) to establish 120 new North Carolina House of Representatives districts based on 2020 census data, effective for elections held on or after January 1, 2022.

Specifies the composition of each district by county and voting tabulation district (VTD), including detailed census blocks for districts requiring partial county boundaries.

Uses Census Redistricting Data P.L. 94-171 TIGER/Line Shapefiles from the 2020 federal decennial census as the official reference for district boundaries.

Provides that future changes to voting tabulation district boundaries shall not alter House district boundaries, which remain fixed as depicted in the 2020 census redistricting data.

Becomes effective immediately upon enactment and applies to all elections held on or after January 1, 2022.
