North Carolina House of Representatives declares solidarity with Ukraine as it defends against Russia's unprovoked invasion that began on February 24, 2022.

Urges the United States government to hold Russia accountable, provide humanitarian aid to Ukraine, and reduce U.S. dependence on foreign oil by increasing domestic energy production.

Urges U.S. Congress to amend the Foreign Sovereign Immunities Act (FSIA) of 1976 to allow state pension funds and institutional investors to sue foreign governments and state-owned corporations in U.S. courts for economic damages.

Directs the Principal Clerk to transmit the resolution to North Carolina's Congressional Delegation, the Speaker of the U.S. House, the Senate Majority Leader, and the President of the United States.

Takes effect upon adoption.
