Amends G.S. 150B-33(b) to grant administrative law judges (ALJs) authority to determine that a rule is void as applied in a particular case.

ALJs may void a rule if it: (1) exceeds the statutory authority of the agency, (2) lacks clarity and is ambiguous to persons it is intended to direct or guide, or (3) is not reasonably necessary for the agency to fulfill duties delegated by the General Assembly.

The act becomes effective upon passage and applies to all ALJ decisions issued on or after the effective date.
