Reenacts G.S. 20-84(b)(7) to authorize the Division of Motor Vehicles to issue permanent registration plates to motor vehicles owned by incorporated REACT (Radio Emergency Associated Communications Teams) that provide services under contract with a county or municipality.

Amends G.S. 20-125(b) to authorize incorporated REACT teams providing services under county or municipal contract to equip their vehicles with special lights, bells, sirens, horns, or exhaust whistles approved by the Commissioner of Motor Vehicles.

Permits operators of REACT vehicles equipped with approved emergency equipment to use such equipment at all times while engaged in performance of their duties, both within and beyond corporate limits.

The bill becomes effective when it becomes law.
