Amends G.S. 132-1.4A to define "citizen review board" as a board or commission legally designed by a city council to review police matters and complaints against police agencies and individual officers.

Allows law enforcement agencies to disclose recordings to citizen review boards for complaint review, provided board members execute confidentiality agreements and recordings may only be released to the public by court order.

Permits disclosure of recordings to city or county managers for management and administrative purposes including police operations review, subject to confidentiality agreements with public release only by court order.

Allows city or town councils to view recordings in closed session upon recommendation of the city or town manager and majority vote, with members required to execute confidentiality agreements; permits council members to make public statements restoring confidence in law enforcement without breaching confidentiality.

Establishes that knowingly and willfully disclosing recordings in violation of the statute is a Class 3 misdemeanor with a fine not exceeding $500.00; applies exclusively to the City of Winston-Salem and becomes effective upon enactment.
