Establishes procedures for the Senate Select Committee on Nominations to nominate and elect six members to the University of North Carolina Board of Governors for four-year terms in 2021.

Requires formal written nominations submitted to the Senate Principal Clerk's office between March 1-5, 2021, and completion of North Carolina State Ethics Statements of Economic Interest by March 5, 2021.

Limits the slate of qualified nominees to no more than twice the number of open seats (12 nominees maximum for 6 positions) after committee screening and voting.

Specifies Senate election procedures including alphabetically-arranged ballots, majority-vote requirement for each nominee, and runoff voting if fewer than six nominees receive majority votes.

Directs the Senate Committee Chair to notify the Board of Governors Secretary of elected members and their terms, and requires all ballots to be retained as permanent Senate records open for public inspection.
