Suspends the extended benefits period requirement that prevents a new extended period from beginning before the fourteenth week following the end of a prior extended benefit period, effective November 1, 2020 through December 31, 2021.

Elects option one for coordinating Pandemic Emergency Unemployment Compensation (PEUC) and regular unemployment compensation, deferring payment of new regular unemployment claims until the individual's PEUC claim is exhausted or the PEUC program expires.

Maintains the base contribution rate for experience-rated employers at 1.9% for calendar year 2021.

Makes technical and procedural changes to unemployment insurance appeals, including clarifying language about hearing procedures, stipulations of fact, and judicial review requirements.

All provisions apply to unemployment benefits filed for periods beginning on or after March 10, 2020, and expire on the earlier of the Governor rescinding Executive Order No. 116 or December 31, 2021.
