Stadiums located on campuses or property of UNC constituent institutions or private postsecondary institutions must be permitted to operate at 100% occupancy capacity per the North Carolina State Building Code, overriding executive orders or other directives under Article 1A of Chapter 166A.

Governor may order closure, restriction, or reduction of individual stadiums only by executive order when necessary to protect health and safety of athletes, staff, and attendees, with reasons specific to that stadium required.

Governor may not issue statewide closure orders for stadiums under this act and may only restrict individual stadiums through executive order, not use other state authority to direct statewide stadium closures.

Applies exclusively to 13 specified counties: Cumberland, Durham, Forsyth, Guilford, Harnett, Jackson, Mecklenburg, Orange, Pasquotank, Pitt, Robeson, Wake, and Watauga.
