Withdraws North Carolina from the Federal Pandemic Unemployment Compensation (FPUC) and Mixed Earners Unemployment Compensation (MEUC) programs, effective on the earliest Saturday that is 30 days after the act becomes law.

Appropriates $250,000,000 from federal Child Care and Development Block Grant funds to the Department of Health and Human Services for subsidized child care if the Division of Employment Security ceases administering FPUC and MEUC payments on or before August 14, 2021.

Requires unemployment claimants to respond to employer interview requests within 48 hours using provided contact information and schedule interviews within seven days if the employer makes it available during that period.

Disqualifies individuals from remaining unemployment benefits if they fail, without good cause, to satisfy interview response requirements three or more times during a benefit year.

Removes the ability of unemployment claimants to satisfy one weekly job contact requirement by attending a reemployment activity at a local career center, requiring instead three direct job contacts with potential employers.
