Permits outdoor high school graduation ceremonies in seven specified counties (Anson, Iredell, Moore, Richmond, Scotland, Union, and Yadkin) to accommodate up to 50% of facility capacity or 7 persons per 1,000 square feet for the 2020-2021 school year.

Requires schools to comply with StrongSchoolsNC Public Health Toolkit (K-12) guidance as it existed on February 2, 2021, to the extent requirements do not conflict with this act.

Excludes graduating students, school employees, entertainers, and ceremony support staff from attendance limits.

Allows individual schools to implement stricter attendance restrictions at their discretion.

Effective immediately upon enactment and applies only to the 2020-2021 school year.
