Revises vacancy procedures for elected offices in the Town of Rowland to be filled by Board appointment under G.S. 160A-63 instead of special elections in most cases.

Eliminates special elections for Rowland vacancies occurring after the candidacy filing deadline in the year a term expires, requiring Board appointment instead.

Extends the Mayor's term in the Town of Red Springs from two years to four years, beginning in 2021 and every four years thereafter.

Maintains existing qualifications for office in Rowland, including prohibitions on individuals delinquent on town payments, convicted of felonies, or absent from more than three Board meetings.

Section 1 is effective immediately upon enactment and applies to vacancies occurring on or after that date; remaining provisions are effective when the bill becomes law.
