Repeals G.S. 143B-426.40A(g), which allowed state employees and public school employees to authorize payroll deductions for payments to employees' associations

Eliminates payroll deduction authorization for employees' associations with at least 2,000 members (500 of whom are state, political subdivision, or public school employees)

Eliminates payroll deduction authorization for local board of education employees in associations with at least 40,000 members (majority public school teachers)

Removes requirement for State Auditor to verify and certify annual membership counts for eligible employees' associations

Becomes effective upon enactment
