Establishes licensure and regulatory framework for mobile beauty salons in North Carolina, defined as self-contained, enclosed mobile units licensed to practice cosmetic art.

Mobile salons must be motor homes as defined under Chapter 20 of the General Statutes and comply with all requirements applying to traditional cosmetic art shops, except where conflicts exist with mobile-specific provisions.

Mobile salon operators must maintain a permanent business address for records, provide monthly written itineraries to the Board listing locations, dates, and hours of operation, and cannot perform services while the salon is moving or when not safely parked in a legal spot.

Mobile salons must be equipped with functional sink and toilet facilities, adequate clean water supply, and wastewater storage capacity, and are subject to Chapter 20 regulations, Title 19A of the North Carolina Administrative Code, OSHA requirements, and local business laws.

Establishes annual license fee of $25.00 for mobile salons, application inspection fee of $25.00, and late renewal fees of $10.00; Board shall adopt temporary rules for operation, licensure, and inspection standards; act becomes effective October 1, 2021.
