Authorizes University of North Carolina constituent institutions to consider full athletic scholarship recipients as North Carolina residents for tuition purposes if the Board of Trustees adopts a resolution to do so.

Defines "full cost" as tuition, required fees, and on-campus room and board, and "full scholarship" as a grant meeting the full cost for one academic year.

Requires participating institutions to maintain at least the current number of North Carolina resident admissions and to administer the policy with no fiscal impact.

Prohibits changes in residency status from affecting federal financial aid amounts determined by the Free Application for Federal Student Aid.

Effective upon enactment and subject to compliance with federal law.
