Amends Morganton city charter to require the city council to fill mayoral vacancies within 90 days and authorizes the city manager to appoint the city clerk instead of the council designating the manager as clerk.

Increases maximum fine for boating violations on Lake James from $50 to $250, effective December 1, 2021, for offenses committed on or after that date.

Requires Town of Hildebran to hold regular municipal elections in even-numbered years beginning in 2024, with the 2021 election extended to allow elected officials to serve five-year terms.

Authorizes Town of Weldon to dispose of a 6.21-acre parcel of property through private negotiation and sale with or without monetary consideration.

Makes technical correction to Cleveland Community College board of trustees terms to clarify appointment schedules for terms expiring in 2019, 2020, and 2021, and modifies Lexington City Board of Education election procedures to move 2022 elections to the general election primary with new candidacy filing dates.
