Appropriates funds from the General Fund to the Department of Public Instruction to increase school social workers and school psychologists, beginning with $50.9 million in fiscal year 2021-2022 and increasing to $508.8 million annually by 2030-2031.

Establishes statewide personnel-to-student ratios that progressively improve from 1:1,254 social workers and 1:1,853 psychologists in 2021-2022 to 1:250 social workers and 1:700 psychologists by 2030-2031 and thereafter.

Requires the Director of the Budget to include appropriated amounts in base budget calculations for each specified fiscal year.

Allocates funds to local school administrative units to hire additional school social workers and school psychologists to meet the targeted ratios.

Takes effect July 1, 2021.
