Increases the annual contract limit for public officials in small municipalities and rural counties from $40,000 to $60,000 for non-medical goods or services within a 12-month period.

Maintains the $20,000 annual limit for medically related services provided by public officials.

Applies to elected officials and appointed persons in municipalities with populations of 15,000 or fewer, counties with no larger municipalities, and certain board members in rural areas.

Requires contracts to be approved by specific governing body resolution in open meetings, recorded in minutes, and the official cannot participate in or vote on the contract.

Becomes effective upon enactment and applies to all contracts executed after the bill becomes law.
