Allows local boards of education in Anson County, Moore County, Richmond County, and Scotland County Schools to align their school calendars with community college calendars serving their respective counties.

Permits the State Board of Education to waive the August 26 opening date requirement and allow an earlier opening date of August 19 upon showing of "good cause."

Defines "good cause" as schools in a local administrative unit having been closed eight days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Effective beginning with the 2021-2022 school year.
