Changes the earliest school opening date from Monday closest to August 26 to Monday closest to August 10 for North Carolina schools.

Allows local boards of education that implement a school calendar concluding the fall semester prior to December 31 to administer assessments before the end of that semester, rather than within the final 10 instructional days of the school year.

Applies only to Winston-Salem/Forsyth County Schools and Davie County Schools.

Takes effect upon enactment and applies beginning with the 2021-2022 school year.
