Expands abortion access by allowing physician assistants, nurse practitioners, and certified nurse midwives to perform abortions in addition to physicians, and removes the requirement that abortions after 20 weeks must occur in a hospital.

Redefines "qualified physician" to include providers with sufficient training in safe abortion care based on established medical standards, not just those with board certification in obstetrics or gynecology.

Repeals Article II of Chapter 90 (existing abortion restrictions) and removes the state funding restriction on abortion coverage in the State Health Plan for Teachers and State Employees.

Eliminates insurance coverage restrictions for counties and cities, allowing them to provide abortion coverage equivalent to the state health plan rather than being limited by state restrictions.

Removes the requirement that Department of Health and Human Services inspection results for abortion clinics be published on state websites, and shields physician records related to medical emergency determinations from public disclosure.
