Eliminates extraterritorial jurisdiction authority for all municipalities wholly located in Haywood County, preventing them from regulating areas outside their municipal boundaries.

Prohibits the Town of Maggie Valley from adopting or enforcing temporary moratoria on any development approvals, effective until January 1, 2025.

Expands down-zoning restrictions in Maggie Valley to require written consent of all affected property owners before zoning amendments can reduce development density, permitted uses, or add development requirements, unless the local government initiates the down-zoning.

Defines down-zoning to include reductions in development density, permitted uses, or changes that limit development options or add requirements that depress development compared to previous usage.

Provisions related to Maggie Valley expire on January 1, 2025; the act becomes effective when signed into law.
