Senate Bill 171 Summary

• Removes the 10% satellite annexation cap for the Towns of Belville and Wingate, allowing them unlimited noncontiguous area annexations

• Removes 0.90 acres from the Town of Surf City corporate limits in Pender County, effective June 30, 2021, with property no longer subject to municipal taxes for taxable years beginning July 1, 2021 or later

• Removes two deannexation areas totaling 0.355 acres from the City of Asheboro satellite corporate limits in Cedar Grove Township, Randolph County, effective June 30, 2021, with property no longer subject to municipal taxes for taxable years beginning July 1, 2021 or later

• Preserves existing tax liens and special assessments for removed properties, allowing the towns and city to collect or foreclose upon outstanding liens after the effective date

• Adds Belville and Wingate to the statutory list of municipalities exempt from the 10% satellite annexation cap under G.S. 160A-58.1
