Senate Bill 180 Summary

• Authorizes North Carolina Division of Motor Vehicles to issue Class C restricted drivers licenses to undocumented immigrants and those with limited legal status who meet specified requirements.

• Applicants must provide a valid Individual Taxpayer Identification Number, current passport, or valid consular identification document; have resided in North Carolina for at least one year; comply with tax requirements; and meet all other standard drivers license requirements.

• Initial restricted licenses expire on the licensee's birthday in the second year after issuance; renewals expire two years after the previous license expiration, with a $50.00 fee for both initial and renewal licenses.

• Restricted licenses have a unique design distinguishing them from Real ID compliant licenses, are invalid for federal building access, employment verification, voter registration, or public benefits eligibility, and information provided cannot be used in criminal, civil, or immigration proceedings.

• Division of Motor Vehicles shall not offer restricted license applicants voter registration and must provide the Board of Elections a monthly list of all restricted license applicants; act becomes effective October 1, 2021.
