Creates new offense of "revoked driving felony death by vehicle" when a person causes unintentional death while operating a motor vehicle in violation of traffic laws with a revoked license due to prior impaired driving conviction.

Classifies revoked driving felony death by vehicle as a Class F felony with mandatory minimum sentence of 12 months active imprisonment that cannot be suspended.

Requires Division to revoke registration of all motor vehicles registered to person convicted of revoked driving felony death by vehicle and prohibits re-registration until convicted person's driver's license is restored.

Requires convicted person to surrender all vehicle registrations within 10 days of receiving notice of revocation.

Becomes effective December 1, 2021, and applies to offenses committed on or after that date.
