Prohibits county departments of social services from implementing child protective services intake screening criteria that are more stringent than or in addition to state policy.

Requires the Division of Social Services to establish a rapid consultation telephone system providing consultation to counties within 24 hours when workers have concerns about screening decisions, with implementation by June 30, 2022.

Mandates periodic assessment of county workers' and supervisors' comprehension of state policy using hypothetical vignettes, increased intake training frequency, development of intermediate training courses, and mandatory retraining every three years by June 30, 2022.

Directs the Division to revise the child protective services structured intake form in consultation with the Children's Research Center, with recertification every five years and reporting to the Joint Legislative Oversight Committee beginning January 1, 2022.

Requires implementation of statistically valid program monitoring for county intake screening with 90% confidence level and 5% margin of error, with annual county data reviews beginning no later than December 31, 2024.
