Adds Article 9 to Chapter 75 of North Carolina General Statutes establishing consumer protections for residential roofing repair contractors, effective 90 days after enactment.

Prohibits roofing contractors from paying insurance deductibles, offering upgrades or discounts, providing compensation, or displaying advertisements as inducements to purchase services.

Prohibits contractors from obtaining powers of attorney, reporting insurance claims, negotiating claim assignments, or guaranteeing insurance coverage; allows communication with insurers only with consumer permission and no compensation.

Requires written contracts containing contractor contact information, property location, 72-hour cancellation rights after claim denial, 4-business-day cancellation rights for any reason, detailed repair estimates with damage descriptions, and property inspection disclosures.

Limits advance payments to 50% of contract value, requires written change orders for modifications, mandates disclosure of workers' compensation cancellations, and classifies violations as unfair and deceptive trade practices.
