Requires all North Carolina state agencies to accept electronic signatures complying with G.S. 66-58.5(a)(2) for any bonding requirement or bond issuance

Mandates acceptance of electronic notary seals complying with Article 2 of Chapter 10B of the General Statutes

Requires acceptance of digital seals that accompany electronic signatures or notarizations

Allows public agencies to adopt emergency rules to ensure the authenticity of electronic signatures, notarizations, or seals authorized by the act

Becomes effective October 1, 2021, and applies to bonding requirements imposed or bond issuances authorized on or after that date
