Removes the Insurance Commissioner's authority to contract with outside vendors for processing insurance licensing examination applications, administering exams, and grading results under G.S. 58-33-30.

Eliminates contractor use for professional bondsman, surety bondsman, and runner license examinations under G.S. 58-71-70.

Eliminates contractor use for pyrotechnic display operator license examinations under G.S. 58-82A-30.

Retains the Commissioner's ability to contract directly with publishers and suppliers for production of examination preparatory materials, with contracts exceeding $1,000,000 subject to Attorney General review.

Becomes effective October 1, 2021.
