Requires active time (imprisonment) for felony death by vehicle and felony death by impaired boating convictions in North Carolina.

Authorizes intermediate punishment only for Prior Record Level I offenders, which must include special probation with continuous confinement of at least one-fourth the maximum sentence, up to 27 months.

Applies to repeat felony death by vehicle (Class B2 felony), aggravated felony death by vehicle (Class D felony), and felony death by vehicle (Class D felony).

Applies identical punishment provisions to death by impaired boating offenses, including repeat death by impaired boating (Class B2 felony), aggravated death by impaired boating (Class D felony), and death by impaired boating (Class D felony).

Becomes effective December 1, 2021, and applies to offenses committed on or after that date.
