Authorizes the City of Greensboro to provide health insurance benefits to former city council members who have completed at least eight years of service and are not receiving retirement benefits.

Allows the city to pay health insurance premiums entirely by the city, split between the city and former council member, or entirely by the former council member at the city's option.

Prohibits cities using the State Health Plan for Teachers and State Employees from providing coverage through that plan to former officers, employees, or council members not receiving retirement benefits.

Permits alternative health insurance methods for former council members through means authorized under Article 7 of Chapter 160A of the General Statutes, excluding State Health Plan coverage.

Applies only to the City of Greensboro and becomes effective July 1, 2021.
