Amends G.S. 132-1.4A to add "citizen review board" as a defined term for boards or commissions legally designed by a city council to review police matters and complaints against police agencies and individual officers.

Allows custodial law enforcement agencies to disclose body-worn camera recordings to citizen review boards for review of complaints.

Allows custodial law enforcement agencies to disclose body-worn camera recordings to city or town councils in closed session upon recommendation of the city or town manager and majority vote of the council.

Applies exclusively to the City of Greensboro as a local bill.

Takes effect upon enactment.
