Allows local government boards of adjustment to conduct remote meetings during emergency declarations when all parties consent, with requirements for proper notice, roll call votes, and live streaming.

Requires members participating remotely to identify themselves at roll call, before deliberations, and before voting, and mandates all documents be distributed to board members.

All written communications between board members during remote meetings are public records, and meeting minutes must document which members participated remotely and when they joined or left.

If one or more parties to a board of adjustment quasi-judicial hearing do not consent to a virtual meeting, the hearing must be continued until the full board can meet in person or until the next regularly scheduled remote meeting.

Applies only to Durham County, Orange County, Wake County, the City of Winston-Salem, and the towns of Fuquay-Varina and Holly Springs, effective when the bill becomes law.
