Authorizes the City of Durham to use public funds to make grants to businesses and nonprofit organizations that serve the public interest and well-being of the Durham community.

Requires grantees to be engaged in essential services including child care, food and agriculture, critical retail, critical trade, transportation, personal care services, and social services provided by nonprofits.

Mandates grantees must have continuously provided their essential service for at least two years.

Requires grantees to submit a sworn written statement certifying they have no overdue tax debts at the State or local level.

Requires the City to develop policies and procedures for evaluating applications, disbursing grants, specifying grant purposes, and ensuring funds are spent according to their intended use with periodic reporting requirements.
