Authorizes sanitary districts to create, maintain, and operate parks and recreation programs and facilities with the same powers granted to cities and counties under G.S. 160A-353, but prohibits sanitary districts from using eminent domain to acquire property for these purposes.

Transfers approximately 18.26 acres of state property adjacent to Columbus Correctional Institution to the Columbus County Board of Commissioners for $1.00.

Property transfer is subject to a reversionary interest held by the State, meaning the land must be returned to the State if it ceases to be used for county government purposes.

State conveys property "as is" and "where is" without warranty, and Columbus County bears all costs associated with subdivision, surveying, engineering, permitting, and utility connections.

Conveyance is exempt from Article 7 of Chapter 146 of the General Statutes but must comply with Article 16, excluding the provisions of G.S. 146-74.
