Adds new § 160A-311.1 to authorize cities with populations of 200,000 or greater to implement flood reduction techniques on private property as part of stormwater management programs.

Allows cities to purchase property for demolishing flood-prone buildings and to elevate, demolish, or retrofit flood-prone structures on private property with owner consent.

Requires city council approval of a policy document that establishes private property owner written consent, determines stormwater system improvements are not cost-effective, ensures improvements are minimally necessary, and sets minimum property owner financial contributions.

Mandates that an existing stormwater advisory committee review and approve individual flood reduction projects and submit annual reports to city council.

Requires property owners who receive city funding above a certain amount to reimburse the city if the property sells within five years, calculated as the difference between pre-mitigation fair market value and sale price, not exceeding total city funding.
