Authorizes public and nonpublic high schools in 13 specified North Carolina counties to allow spectators at outdoor sporting events for the 2020-2021 school year at up to 50% of facility capacity as stated on certificate of occupancy or 7 spectators per 1,000 square feet if no certificate exists.

Allows individuals sitting in their own seats to not count toward spectator limits if they maintain at least 6 feet of distance from anyone outside their family unit.

Schools must comply with the StrongSchoolsNC Public Health Toolkit (K-12) as it existed on February 2, 2021, and Interim Guidance for Administrators and Participants of Youth and Amateur Sports Programs as it existed on January 28, 2021.

Excludes athletes, school employees, entertainers, and event support staff from spectator count definitions.

Applies only to Alleghany, Ashe, Avery, Burke, Caldwell, Madison, McDowell, Mitchell, Polk, Rutherford, Watauga, Wilkes, and Yancey counties and is effective only when occupancy capacity is limited to less than 50% due to COVID-19 executive orders.
