Prohibits governmental entities (municipalities, counties, and other political subdivisions) from intentionally blocking law enforcement or fire and rescue services from accessing bounded areas during public demonstrations unless replacement services are provided by another governmental entity.

Makes governmental entities liable for damages, injuries, or deaths proximately caused by intentionally preventing emergency services access during public demonstrations.

Defines "governmental entity" to include mayors, chief executive officers, governing bodies, boards, commissions, committees, and departments of municipalities, counties, or other political subdivisions.

Exempts tactical decisions made by law enforcement or fire and rescue personnel based on risks to personnel or public safety from liability provisions.

Becomes effective upon enactment and applies to public demonstrations occurring on or after the effective date.
