Allows Charlotte-Mecklenburg Schools to use remote instruction to make up instructional days missed due to severe weather or emergencies after five scheduled in-person make-up days have been used.

Remote instruction may only be used if scheduling additional in-person make-up days would require replacing previously scheduled holidays or changing the school calendar closing date.

Requires local school boards to develop annual remote instruction plans addressing 13 components including teacher training, student connectivity, staff roles, accessibility for students with disabilities, and attendance tracking.

Local boards must submit remote instruction plans to the State Board by July 1 annually for approval, with the State Board providing approval or denial feedback by August 1.

Applies only to Charlotte-Mecklenburg Schools and takes effect beginning with the 2021-2022 school year.
