NC S243

Adds an exemption to North Carolina's building design element regulations for structures located along NC Highway 115 in historic downtown Davidson, from the city limit line at the railroad north to the intersection with Ridge Road.

Allows the Town of Davidson to apply design and aesthetic controls to one- and two-family dwellings in this specific area without requiring voluntary consent from all affected property owners.

Defines "building design elements" as exterior color, cladding materials, roof styles, architectural ornamentation, window and door styling, room types, and interior layout, excluding structural features like height, bulk, and location.

Requires that design element regulations cannot be applied directly or indirectly unless property owners voluntarily consent as part of zoning amendments or approvals, except within the designated Highway 115 corridor.

Applies only to the Town of Davidson and becomes effective upon enactment.
