Amends the Town of Holly Springs Charter to allow the town to regulate removal and preservation of trees and shrubs as part of development projects.

Expands tree ordinance authority to apply to perimeter buffer zones of up to 50 feet along public roadways and property boundaries adjacent to developed properties, and up to 25 feet along property boundaries adjacent to undeveloped properties.

Requires tree ordinances to be enforced in the same manner as all other town ordinances under G.S. 160A-175.

Mandates the governing board hold a public hearing before adopting a tree ordinance, with notice given in accordance with G.S. 160D-601.

Takes effect upon enactment into law.
