Requires all persons being towed behind a vessel on water skis, surfboards, or similar devices to wear a personal flotation device.

Permits vessel operators to satisfy safety requirements by having an observer on board, requiring towed persons to wear a personal flotation device, or equipping the vessel with a rear view mirror capable of showing a wide area behind the watercraft.

Prohibits towing activities and water skiing on Lake Norman between one hour after sunset and one hour before sunrise.

Applies only to Lake Norman waters in Catawba, Iredell, Lincoln, and Mecklenburg Counties.

Violations constitute a Class 3 misdemeanor; law becomes effective October 1, 2021.
