Authorizes the City of New Bern and the Towns of Bridgeton, Oriental, and Trent Woods to create and enforce ordinances regulating navigable waters within their corporate limits and extraterritorial jurisdiction.

Grants municipalities power to regulate boat and vessel operation, including speed zones, no-wake zones, and types of activities conducted on navigable waters.

Allows municipalities to restrict anchoring and mooring of boats and vessels by location and establish navigational aids and markers in compliance with United States Aids to Navigation System standards.

State and federal rules from the Wildlife Resources Commission, Department of Environmental Quality, United States Coast Guard, and Army Corps of Engineers supersede local ordinances in case of conflict.

Municipal law enforcement officers may enforce local ordinances adopted under this act, and municipalities may appropriate funds to implement these regulatory powers; takes effect upon enactment.
