Modifies G.S. 113A-52.01 to clarify that local erosion and sedimentation control programs can regulate agricultural land used for disposal of debris exceeding 30 feet above existing grade or for non-farm purposes.

Adds language stating the agriculture exception to sedimentation and erosion control requirements does not prevent local programs from applying restrictions to non-agricultural uses of agricultural land.

Applies only in counties with both a stormwater utility and all or a portion of two water supply watersheds located within county borders.

Becomes effective upon enactment.
